Allow 15-year-olds specific licences to drive to designated areas

That the House of Representatives allow specific driver licences for 15-years-olds to drive to designated areas, for example school, home, and pharmacy.

I believe 15-year-olds should be able to drive to designated areas to take pressure off busy families who cannot drop their teenager off, often requiring assistance from other family members which is inconvenient.
