Petition request

That the House of Representatives urge the Government to fund innovative mRNA and needle-free platform vaccine development research.

Why this petition

I believe traditional vaccine timelines leave NZ vulnerable, while in my opinion COVID-19 proved mRNA platforms and rolling reviews can safely deliver results in months. Local research is considering needle-free delivery—like nasal sprays, edibles, and skin patches—which could address the needle phobia that affects 1 in 4 people and causes 1 in 10 to avoid vaccination. We urge the Government to fund local vaccine research, for faster, more accessible, and pain-free protection for all Kiwis.

What the Topic Is

This petition asks the New Zealand Government to fund local research into two specific vaccine technologies. mRNA vaccines use a genetic blueprint to teach the body to fight disease, rather than using a weakened virus. Needle-free delivery refers to methods that avoid injections, such as nasal sprays, edible tablets, or skin patches. The goal is to create vaccines that are faster to develop and easier for people to accept.

Current Situation in New Zealand

New Zealand currently relies on global supply chains for most vaccines. During the COVID-19 pandemic, this dependence highlighted potential vulnerabilities in access and timing. While New Zealand has a strong biomedical research sector, significant funding for advanced vaccine platform development is often directed toward international collaborations or specific disease outbreaks rather than broad, long-term platform innovation. This petition argues that local investment is needed to reduce reliance on foreign manufacturers and speed up response times for future health threats.

Arguments in Favour

  • Speed and Agility: mRNA technology allows for rapid development. Supporters argue this reduces the time between a new pathogen emerging and a vaccine becoming available.
  • Accessibility: Needle-free options could help people with needle phobia. The petition cites that a significant portion of the population avoids vaccination due to fear of needles, which could improve overall community immunity.
  • Economic Sovereignty: Developing local capabilities ensures New Zealand is not entirely dependent on overseas production schedules and geopolitical factors.

Arguments Against

  • Cost and Scale: Vaccine development is extremely expensive and risky. Critics argue that duplicating global efforts may not be cost-effective for a small population, especially when international partnerships already provide access to cutting-edge vaccines.
  • Regulatory Hurdles: Even if developed locally, vaccines must meet strict safety standards set by the Ministry of Health and international bodies. Local development does not automatically guarantee faster approval.
  • Opportunity Cost: Funds allocated to speculative platform research could be diverted from immediate public health needs, such as primary care, mental health services, or treating existing chronic diseases.

Relevant Context

New Zealand’s health research is overseen by the Ministry of Business, Innovation and Employment (MBIE) and the Ministry of Health. The country has participated in global vaccine trials, including those for COVID-19, but has not yet established a large-scale, independent domestic vaccine manufacturing hub. The debate often centres on whether New Zealand should focus on being a consumer of global health innovations or an active developer of its own technologies. This petition specifically targets the House of Representatives to influence government budgetary priorities regarding biomedical innovation.
